One Step at a Time
Britain decided to change its traffic rules and switch from driving on the left to driving on the right, like other European countries. After days of meetings, however, no feasible plan had emerged, so it asked neighboring countries for help.
Replies began arriving by fax a few days later. The French wrote, 'As your neighbors, we are deeply touched that you have asked for our assistance... but we do not know how to do this.'
The German fax said, 'We are Germans, the best-organized nation in Europe, but we have never encountered this problem before. Consequently, we do not know how to solve it either.'
The Polish fax read, 'As you know, our country has accomplished much on its path toward democracy and economic recovery. We have a wealth of experience with transitions of this kind. However, to overcome the difficulties and avoid social problems, any transition must be gradual: slow but steady. We therefore propose three main stages for your situation. In the first year, require only the trucks to drive on the right...'
